Kathmandu: The government has interfered in the fund of the Telecommunication Regulatory Authority of Nepal. Although NEA is an autonomous body, the government will now run the fund for collecting various fees of telecommunication service providers.

Through the budget of the coming Fiscal Year, the government has made an arrangement to transfer the additional amount to the government fund in addition to the annual budget in the fund of the Authority. In the Fiscal Bill, provision has been made that the government should deposit the amount that cannot be spent in the fund of NEA and the amount that cannot be spent in the reserve fund of the federal government every year.

The bill amends the Telecommunications Act to provide for the transfer of license fees, renewals, amendments, sales and transfer of rights to government funds.

The bill stipulates that the amount allocated for the annual program approved by NEA and the amount other than 50 percent should be deposited in the Federal Reserve Fund by July 10 every year.

The government has been forcing the NEA to deposit in the budget fund for the past two years as it has not been able to meet the revenue target. This year alone, the government has withdrawn Rs 16 billion from the authority.

The government is trying to make provision for this in the Economic Act after it was criticized for not having a law.
